A man who stabbed two Family Planning Officials to death and wounded four others in 2013 has been executed, according to a report appearing in the South China Morning Post.\u00a0 The man, He Shenguo of\u00a0<\/span>Guangxi Province, was unable to pay the fine for his \u201cillegal\u201d fourth child, so Family Planning Officials denied registration to the child. These fines can be up to ten times a person\u2019s annual salary and out of reach for many in China.<\/span><\/p>\n

Reggie Littlejohn, President of Women\u2019s Rights Without Frontiers, stated:<\/span>\u00a0\u00a0<\/span>“This tragic situation shows that China’s\u00a0One\u00a0(now Two) – Child Policy devastates not only women, but also men and children.\u00a0 Under this policy, if a child is “illegal” —\u00a0born without a birth permit —\u00a0that child will be denied hukou, or household registration. \u00a0Children without hukou will have no birth certificate, no official existence.\u00a0 They will not be eligible for health care or education. \u00a0They cannot get a passport or driver’s license.\u00a0 They will not be able\u00a0officially to marry or work. As far as the Chinese government is concerned, these children do not exist. <\/span><\/p>\n

\u201c<\/span>Unfortunately, the Chinese Government will continue the hukou system under the new Two-Child Policy.\u00a0 This denial of hukou is extremely distressing to parents, who may feel that their beloved children have no future.\u00a0 In another tragic incident last year, a Chinese father of four committed suicide because his children were denied hukou.<\/span><\/p>\n

\u201c<\/span>Denial of hukou is a form of official child abuse.\u00a0 It must end.<\/span>\u201d<\/span><\/p>\n
