The Congressional Executive Commission on China has released its 2017 Report, which contains documentation of continued forced abortion under China\u2019s Two-Child Policy.\u00a0\u00a0 In addition, the sex ratio at birth reported by the Chinese government indicates that the selective abortion of baby girls continues under the new policy.<\/p>\n
Reggie Littlejohn, founder and president of\u00a0Women\u2019s Rights Without Frontiers<\/a>, stated, \u201cWhen the Chinese communist government announced that they were instituting a Two Child Policy, the news media proclaimed that China had \u201cabandoned\u201d or \u201cscrapped\u201d the One-Child Policy.\u00a0 As\u00a0I testified at a Congressional Hearing at the time<\/a>, this is demonstrably false.\u00a0 Under the Two-Child Policy, single women are still forcibly aborted, as are third children.\u00a0\u00a0 The\u00a02017 Report<\/a>\u00a0from the Congressional Executive Commission on China sadly confirms my predictions.\u201d<\/p>\n Specifically, the \u201cPopulation Control\u201d section of the Report confirms that the Two-Child Policy regulations \u201cinclude provisions that require couples to be married to have children and limit them to bearing two children.\u201d\u00a0\u00a0 Coercive population control remains at the center of the new regulations:\u00a0 \u201cOfficials continue to enforce compliance with population planning targets using methods including heavy fines, job termination, arbitrary detention, and coerced abortion.\u201d\u00a0\u00a0 These coercive measures violate various international treaties to which China is a signatory.\u00a0 CECC Report, p. 1<\/p>\n China told the world about its\u00a0\u201cdecision to abandon\u201d<\/a>\u00a0the One Child Policy on January 1, 2016 \u2013 implying that it has ended all coercive birth control.\u00a0\u00a0 Meanwhile \u201csome provincial-level population planning regulations continued to explicitly instruct officials to carry out abortions, often referred to as \u2018remedial measures\u2019\u00a0(bujiu cuoshi)<\/i>\u00a0for \u2018out-of-plan\u2019 [illegal] pregnancies.\u201d\u00a0 Moreover, at least eight provinces have promoted harsh measures against women with illegal pregnancies, using such phrases as \u201cfight the family planning work battle,\u201d and \u201cuse all means necessary.\u201d\u00a0 CECC Report, pp. 3-4.<\/p>\n Moreover, China\u2019s National Health and Family Planning Commission (NHFPC) repeatedly emphasized that the \u201csocial compensation fees\u201d for illegal pregancies will not be abolished, including fines for those who give birth to third children.\u00a0 Report, p. 6.\u00a0 These fees can be ten times the average annual income for people in that locality.\u00a0 Report, p. 5.<\/p>\n For those who cannot pay such a large fine on an emergency basis to maintain an illegal pregnancy, what alternative will there be other than forced abortion?<\/p>\n The Two-Child Policy was instituted because the Chinese government saw that it was heading into a dual demographic disaster.\u00a0 First, China has a steeply rising elderly population, coupled with a dwindling labor force unable to support it.\u00a0 According to the government-controlled People\u2019s Daily, by 2050, the elderly population in China will reach 483 million or one-third of China\u2019s total population.\u00a0 Report, p. 8.<\/p>\n Second, the selective abortion of girls has continued. \u00a0\u00a0According to a National Bureau of Statistics Report cited by the CECC, the sex ratio at birth in 2015 was 113.5 males born for every 100 females born.\u00a0 Such a skewed ratio could only be achieved through sex-selective abortion.\u00a0 Meanwhile, there are an estimated 33 to 37 million more males living in China than females \u2013 a dangerous imbalance that is driving\u00a0 sex trafficking and sexual slavery from multiple nations into China \u201cfor forced marriage or commercial sexual exploitation.\u201d\u00a0 Report pp. 8-9.<\/p>\n Meanwhile, the Two-Child Policy has\u00a0yielded disappointing results<\/a>, providing more than 1.5 million fewer births annually than expected.\u00a0 China\u2019s birthrate remains\u00a0\u201cdangerously low,\u201d<\/a>\u00a01.5 children per woman in 2015, well below replacement level of 2.1.\u00a0 Many people simply do not want to have a second child, in large part because it is very expensive.<\/p>\n \u201cChina\u2019s Two-Child Policy continues the human rights abuses and gender-based violence of the One-Child Policy,\u201d stated Littlejohn.\u00a0 \u201cEven with the Two-Child Policy, China remains firmly on the path to demographic disaster.\u00a0 China\u2019s population problem is not that it has too many people.\u00a0 It\u2019s that it has too few young people and too few women.\u00a0 China is in desperate need of babies.\u00a0 They should be offering incentives for couples to have babies, not forcibly aborting \u201cillegal\u201d pregnancies.\u00a0 Under these circumstances, there is absolutely no excuse to continue any program of coercive population control whatsoever.\u00a0
