U.S. Clinical Trials in Xinjiang and Chinese Military Hospitals Must Stop – Opinion by Reggie Littlejohn

Rep. John Moolenaar’s recent letter to five major U.S. pharmaceutical companies should serve as a wake-up call.  While stopping short of alleging any wrongdoing, the House Select Committee on China is actively investigating major U.S. drugmakers over clinical trials conducted in China, including allegedly at hospitals in Xinjiang and at Chinese military-linked institutions. In my opinion, U.S. pharmaceutical firms conducting clinical trials in the People’s Republic of China are not just making questionable business decisions; they are exposing Americans to national security risks while entangling themselves in one of the most ethically compromised environments in the world.

The national security dimension alone is disqualifying. In May 2019, China’s state media publicly framed the escalating confrontation with the United States as a “people’s war,” signaling a total struggle that mobilizes political, economic, technological, and other resources against the United States. That language was not a throwaway phrase; it described a comprehensive strategy that explicitly reaches far beyond tariffs and trade.

Against that backdrop, the idea that American companies would voluntarily place sensitive clinical research inside China defies logic. This is a regime with a long, well-documented record of intellectual property theft in sectors ranging from advanced technology to biomedicine, which U.S. analysts have described as part of a broader campaign of economic and strategic appropriation. Clinical trial data is not just commercially valuable; it is strategically valuable. Reuters reported on June 30 that the House Committee had opened investigations into whether trials conducted in China may have helped fuel the country’s military capability, and the committee’s own materials state that conducting such research at PRC military hospitals puts cutting-edge biotechnology intellectual property at risk of transfer to the Chinese military.

The risks intensify when those trials involve Chinese military-linked institutions. Rep. Moolenaar’s inquiry raises concerns that research allegedly conducted at PRC military hospitals could expose cutting-edge biotechnology intellectual property to transfer risks involving the Chinese military. Conducting trials in PLA-affiliated facilities opens a channel for sensitive information to flow into the hands of a foreign military. 

The ethical failures are even more disturbing. Clinical trials conducted in Xinjiang raise profound moral questions. In January 2021, the U.S. Department of State formally determined that the Chinese government is committing genocide and crimes against humanity against Uyghurs and other Turkic Muslim minorities in Xinjiang. The findings underlying that determination included forced sterilization, forced medical testing, mass arbitrary detention, and other severe abuses.  In addition, there is substantial, growing evidence that forced organ harvesting occurs in Xinjiang and other areas of China.

Under such conditions, informed consent is implausible.  The assumption that individuals living under constant surveillance and under threat of coercion can freely volunteer for experimental medical research is questionable at best. The more uncomfortable possibility is that such environments are attractive precisely because they eliminate the inconvenience of rigorous ethical standards and genuine patient autonomy. That concern is no longer hypothetical: the committee’s public materials note that China’s clinical trial system relies on rapid enrollment “three to five times faster than in the United States.”   Is this rapid enrollment due in part to a lack of ethical safeguards regarding informed consent and voluntary participation?  The committee specifically questions whether subjects in Xinjiang are participating voluntarily.

Rep. Moolenaar notes in his June 29 letter to Pfizer that the company “will no longer sponsor trials in Xinjiang and at PRC military hospitals in the future.” This is a welcome step, but it is not enough. One central question remains unanswered: Are any of these companies still conducting ongoing trials in these environments today?

The American public—and Congress—should demand a clear answer. Congress should also consider prohibiting the FDA from accepting, reviewing, or relying on clinical data generated at PRC military hospitals or in Xinjiang, where the conditions necessary for ethical research and trustworthy consent cannot be assured.

This investigation is not simply about competition with China. It is about whether U.S. companies are willing to compromise core ethical principles and national security interests in pursuit of speed, cost savings, or market access. Conducting clinical trials in a genocide-linked region or within a military-integrated system controlled by an adversarial regime are lines that should not be crossed.

If the United States is to lead in medicine, it must lead without abandoning the principles that make that leadership legitimate. Anything less is not just a strategic error—it is a moral failure.

America’s 250th Independence Day: Will Freedom Survive?

250th Independence Day – Defending Our Freedom

Today, on the 250th anniversary of our nation’s birth, I reflect on the sacrifice our Founders made. The men who signed the Declaration of Independence knew they were risking everything for the cause of liberty.

Signer Benjamin Rush later recalled the atmosphere in the chamber when they stepped up to sign the Declaration of Independence:

“Do you recollect the pensive and awful silence which pervaded the house when we were called up, one after another, to the table of the President of Congress to subscribe what was believed by many at that time to be our own death warrants?”

The Signers of the Declaration of Independence understood that, if the colonies were to lose the war, the King of England would convict them of high treason, the penalty for which was a grisly death.

Yet the Signers risked everything to found a new nation, based on this principle:

“We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.”

Our Founders understood that our rights come from God, not from government. Governments exist to secure those rights—not to digitize, score, or control their citizens.

New Threats to Old Freedoms

So many throughout American history have fought and died to protect these “unalienable Rights.” Yet with each passing generation, these rights come under assault in new ways.

In our generation, we must press back against the spread of Chinese Communist Party–style digital totalitarianism around the world, including here at home. We must resist the creation of systems that use digital IDs, programmable digital money, and ubiquitous artificial intelligence to surveil, harvest, centralize—and ultimately weaponize—our private data.

The infrastructure for a global, CCP-style surveillance state is being built now. In the wrong hands, these tools could form the backbone of a “Digital Gulag,” in which every transaction, movement, and opinion can be monitored, scored, and controlled.

We oppose the surveillance systems of authoritarian regimes—not the people they rule. Every person, in every nation, is endowed by God with the same “unalienable Rights.”

Will the American Experiment End?

Will the freedom for which our forefathers and foremothers fought and died continue for another 250 years—or even another 50 years? Will the “American Experiment” in ordered liberty endure even for another generation?

The answer depends on what we do now.

The good news is that this future is not yet written. If we act with courage and clarity, we can ensure that our children and grandchildren inherit not a Digital Gulag, but the blessings of liberty.

Since this interview took place, the World Health Assembly chose not to vote on the PABS System, because the parties negotiating failed to reach agreement on key provisions.  They are, however, continuing to press for a vote by the end of this year, so we cannot let up the pressure.

Free Jimmy Lai!  An Open Letter to President Trump and Prime Minister Kier Starmer

We write on behalf of concerned citizens from more than 30 countries who are calling for the immediate and unconditional release of Jimmy Lai.

On the anniversary of the Tiananmen Square massacre, we are reminded of the Chinese Communist Party’s longstanding record of repression. That tragedy compelled Jimmy Lai to dedicate his life to defending freedom and human dignity in Hong Kong. For this, he has been imprisoned under harsh and degrading conditions.

At 78, Mr. Lai’s health is in rapid decline. After more than five years in solitary confinement with minimal natural light, he is reportedly receiving inadequate treatment for serious medical conditions, including heart disease, hypertension, and diabetes. The risk to his life is immediate. Any further delay may amount to a death sentence.

We acknowledge President Trump’s stated commitment to securing Mr. Lai’s release and his decision to raise the case directly with President Xi Jinping. However, the absence of meaningful action from Beijing underscores the need for significantly stronger measures. Prime Minister Starmer, as the leader of Jimmy Lai’s country of citizenship, your government has both a moral obligation and a sovereign responsibility to act decisively.

We urge you both to escalate this matter to the highest diplomatic priority. Jimmy Lai’s continued detention should carry clear and tangible consequences in bilateral and multilateral engagements with the Chinese government. His case must be raised consistently and publicly and linked to concrete diplomatic and economic considerations. Silence or incrementalism at this stage risks signaling tolerance for grave human rights abuses.

Jimmy Lai’s imprisonment is not only an injustice against one man—it is a test of the international community’s resolve to defend fundamental freedoms. We urge you to act with urgency and resolve to secure his release while there is still time.

Reggie BLOCKED at the Lithuanian Parliament!

Dear Friend,

On May 7, 2026, I was scheduled to deliver an Address at the Plenary Session of the Lithuanian Parliament, to discuss the dangers of the World Health Organization’s Pandemic Treaty, as well as Digital IDs.  I can’t tell you how thrilled I was about this.  The opportunity to deliver a 30-minute Address at the Plenary Session of any Parliament – especially about these crucial issues — is the opportunity of a lifetime.

Those who had invited me, led by Member of the Lithuanian Parliament Rimas Jonas Jankunas, had met all the requirements. They had submitted more than sufficient signatures of Members of Parliament (in fact, they had submitted them twice!) so that scheduling my presentation and discussion was compulsory. Nevertheless, when I arrived at the Lithuanian Parliament in Vilnius on the morning of the Address, I learned that those in control of the schedule simply removed me and substituted another issue entirely — that very morning, just minutes before I was to deliver my Address! 

Amazingly, when this happened, the sky suddenly broke out in a dramatic display of thunder and lightning!

The Lithuanian Parliament has been deprived of an opportunity to learn about and discuss two of the great issues of our age:  the WHO Pandemic Treaty and Digital IDs.  Perhaps even more important, a dangerous precedent has been set.  Now, Members of the Lithuanian Parliament who have met all the requirements to get an issue on the schedule can be blocked by what Member Jankunas characterized as the “Deep State.” It is a sad day for freedom of speech in Lithuania!

All was not lost.  I was able to speak at a Press Conference, along with Members of the Lithuanian and Estonian Parliaments, decrying the lawlessness of the Deep State.

I was then the Keynote Speaker at the Conference that followed.  This Conference on the WHO’s Pandemic Treaty and Digital IDs was attended by several Members of the Lithuanian Parliament, a Member of the Estonian Parliament, and key activists from Lithuania, Poland and Estonia.

Finally, I was interviewed on a major alternative Lithuanian news station.  This interview was 90 minutes and I believe did much to introduce the Lithuanian public to these important issues.

Undeterred, last night I flew from Vilnius, Lithuania to Brussels, Belgium.  Tomorrow I will present at the European Parliament about the dangers of the WHO’s PABS System.  More on this in a separate newsletter.

The WHO’s World Health Assembly is meeting this week — May 18-23.  Ahead of this annual decision-making meeting, the European Parliament sponsored a major event: “WHO Unmasked.”  I was humbled to be invited to deliver an Address, which I entitled, “Lab Leaks and Bioterrorist Attacks:  The Dangers of PABS and Gain of Function.”   I described how the Pathogen Access and Benefit Sharing (PABS) System will greatly increase the chances of lab leaks and bioterrorist attacks, especially since it does not contain any specific prohibition against dangerous gain-of-function research. 

Although the vote on the PABS system will not take place as scheduled during the World Health Assembly this week, member states are continuing to negotiate on it and it can be voted upon at any time.

The WHO Delays the Vote on PABS! A (small, temporary?) Victory!

The WHO was scheduled to vote on the pernicious Pathogen Access and Benefit Sharing (PABS) System at the World Health Assembly in Geneva in a couple of weeks.  The PABS negotiating committee, however, has been unable to come to agreement on the proposed Annex.  So, the WHO just published an article saying that the WHO will NOT vote on the PABS Annex at the World Health Assembly.  The WHO has missed its own deadline. 

This is great news!  It’s what we have been advocating for years.  We have been sounding the alarm that the PABS System will greatly increase the risk of lab leaks and bioterrorist attacks, meanwhile not safeguarding against dangerous Gain-of-Function Research.  And remember, the Pandemic Treaty itself cannot be voted upon unless and until the PABS Annex is adopted.  The failure of PABS to pass will stymie the entire Pandemic Treaty!

The delay in the vote on PABS is a victory that we should take a moment, however brief, to celebrate.  We’ve worked long and hard to warn the world of the dangers of PABS.  There are so few victories in this fight that we have to pause to celebrate every indication that we are having an impact.

That being said, what’s the catch?  Why is this only a “small, temporary” victory? 

It’s the fact that the WHO is continuing to negotiate on PABS, and they reserve the right to vote on the Annex at any time, via a “Special Session” of the World Health Assembly.  There is no guarantee that we will receive notice of this ahead of time.  

The WHO is determined to finalize the PABS Annex and move forward to ratification of the Pandemic Treaty, despite the delay.

With your help, we will continue to warn the world of the dangers of PABS and of the Treaty itself.

We need to keep fighting the good fight.  Thus, will be traveling to Vilnius, Lithuania to speak about PABS and Digital IDS this week at a Plenary Session of the Lithuanian Parliament.  Next week, I will travel to Brussels to speak again at the European Parliament about PABS.

So, let’s turn this small, temporary victory into a huge, permanent one.  May the PABS Annex be tossed in the dustbin of history where it belongs.
